Vingroup Plans $500 Million EV Manufacturing Plant in the Philippines

Vietnamese conglomerate Vingroup is planning a $500-million investment in an electric vehicle manufacturing facility in the Philippines, with an initial production capacity of 200,000 vehicles annually, according to the Department of Trade and Industry (DTI).

The proposed facility is expected to serve as a manufacturing base for both the Philippine market and international exports, potentially positioning the country as a regional production hub for electric mobility.

Vingroup, the parent conglomerate of electric vehicle manufacturer VinFast, discussed the project during a meeting with Trade Secretary Cristina Roque on October 22. The investment forms part of the group's planned expansion into the Philippines, where it is also exploring opportunities in other industries.

Construction Target Set for Early 2027

The company aims to begin construction of the manufacturing plant in the first quarter of 2027, with completion targeted within 18 months. If the timeline proceeds as planned, the project could establish a substantial new production operation in the country by late 2028.

Beyond manufacturing electric cars, Vingroup intends to introduce its electric scooter lineup to Filipino consumers, broadening its presence in the country's developing electric mobility market.

The proposed annual capacity of 200,000 vehicles would give the facility a significant production role. Its intended combination of domestic sales and exports could also connect Philippine manufacturing operations to markets beyond the country, although actual output and export volumes will depend on the project's implementation.

Government Incentives Offered to Support Investment

During discussions with Nguyen Quoc Tuan, Vingroup vice chairman and chairman of GSM Global, the DTI presented government programs designed to support the proposed manufacturing venture.

These include tax incentives available under the CREATE MORE Act, streamlined regulatory processing through Green Lanes established under Executive Order No. 18, and the government's Electric Vehicle Incentive Strategy, which aims to encourage domestic EV manufacturing.

The measures are intended to reduce investment barriers and make the Philippines more attractive to companies establishing advanced manufacturing operations.

Roque said the government would provide end-to-end assistance to help Vingroup navigate the investment process and develop its operations within the country.

She also described the proposed investment as a sign of the Philippines' growing appeal to international companies involved in advanced manufacturing and green technology.

Vingroup Eyes Healthcare and Entertainment Ventures

The conglomerate's Philippine expansion plans extend beyond electric vehicles. According to Roque, Vingroup has also expressed interest in potential investments in hospitals and entertainment facilities, including theme parks.

These additional areas of interest suggest that the company's proposed entry could develop into a broader investment presence rather than remain limited to automotive manufacturing.

For the Philippines, the proposed EV facility would represent an opportunity to attract capital into an industry linked to cleaner transportation, manufacturing capabilities and export development. However, the project's eventual economic contribution will depend on construction progress, production plans and the company's ability to establish its intended operations.

The next major milestones will be the start of construction, the development of the manufacturing site and the eventual launch of vehicle production.
