Philippines Presses Discord and Reddit to Establish Local Offices Over Online Safety Concerns

 

The Philippine government is tightening its oversight of major online communities as authorities investigate the spread of violent content, extremist material and threats involving minors.

The Cybercrime Investigation and Coordinating Center (CICC) has formally instructed Discord and Reddit to establish offices in the Philippines and appoint local representatives who can directly coordinate with government agencies.

In letters dated September 21, the CICC gave the platforms 24 hours from receipt to designate a resident agent or local representative. The agency said having a direct point of contact would allow authorities to respond more efficiently when harmful activities on these platforms place Filipino children or communities at risk.

The directive comes amid renewed government scrutiny of online spaces following the September 18 school shooting in South Cotabato. The incident involved a 16-year-old Grade 9 student who allegedly killed two classmates before taking his own life using his father's handgun.

Interior Secretary Jonvic Remulla previously said initial police findings indicated that the student had accessed the dark web. He subsequently called for stronger restrictions on websites and online services that promote violence and hate.

Government seeks stronger platform accountability

Rather than requiring social media companies to monitor the internet on behalf of the state, the CICC said its immediate objective is to ensure that platforms operating among Filipino users can be contacted and held accountable when serious threats emerge.

The agency is also seeking cooperation from Discord and Reddit in developing a government framework addressing online sexual abuse and exploitation of children, child sexual abuse or exploitation materials, and nihilistic violent extremism.

The approach reflects a broader shift toward requiring digital platforms to maintain clearer channels of communication with Philippine authorities. For regulators, a local representative functions much like an emergency contact for a large online community: when a serious incident occurs, authorities have a defined party to approach instead of relying solely on overseas corporate channels.

Discord and Reddit asked to disclose safety measures

The CICC has separately required both platforms to submit written explanations detailing their current safeguards, including their systems for protecting users and verifying age.

The agency's demands form part of a wider government effort involving other major technology companies.

The Department of Foreign Affairs has also been asked to facilitate discussions involving executives from Discord, Reddit and Meta regarding online threats associated with violence and child exploitation.

Earlier in August, Philippine officials met with representatives of Meta and Roblox to discuss child protection measures and the establishment of local offices.

Possible restrictions for noncompliance

The CICC warned that failure or refusal to comply within the prescribed period could result in government action to restrict the platforms' operations or block access to them in the Philippines.

The latest directives place Discord and Reddit under increasing regulatory pressure as Philippine authorities attempt to strengthen mechanisms for responding to violent online activity and the exploitation of minors.

The government is now seeking both a direct local presence from the platforms and greater transparency regarding the safeguards they already have in place.
