Meralco to Refund P9.5 Billion in Overcollections, Lowering Electricity Bills for Over 8 Million Customers

Meralco Customers to Benefit From P9.5 Billion Refund Following ERC Order

More than eight million Meralco customers are set to receive lower electricity bills after the Energy Regulatory Commission (ERC) directed the country's largest power distributor to return approximately P9.5 billion collected beyond its approved charges.

The mandated refund will be implemented over a six-month period, allowing consumers to gradually recover the excess amounts reflected in their monthly billing statements. The initiative underscores the regulator's role in ensuring that electricity rates remain aligned with authorized pricing and that consumers are reimbursed whenever collections exceed approved levels.

For residential subscribers, the refund has been set at P0.5861 per kilowatt-hour (kWh). Households consuming around 200 kWh each month can expect their electricity bill to decrease by roughly P117.22 during the refund period.

Meanwhile, when applied across all customer categories, including residential, commercial, and industrial users, the refund corresponds to an average rate reduction of P0.3448 per kWh.

The P9.5 billion represents overcollections previously recovered by Meralco from its customers in excess of the charges authorized by the ERC. Returning these funds serves as a regulatory correction, ensuring that consumers pay only what has been approved under existing power rate mechanisms.

Although the reduction may appear modest on a monthly basis, the cumulative impact is substantial. Spread across millions of customers, the refund restores billions of pesos to consumers, demonstrating how regulatory oversight can directly translate into tangible financial relief for households and businesses alike.
